Comprehensive Analysis of Integrated Building Management System (IBMS) Procurement in Indian Government Agencies and PSUs
Introduction: The government agencies and PSUs in India procure Integrated Building Management Systems (IBMS) for implementing centralized monitoring and control systems for various building functions such as structural, lighting, security, energy saving, and so on. This IBMS is procured by tendering process.These building management system tenders were procured by various government agencies like Delhi Development Authority, Indian Oil Corporation Limited, and Airport Authority of India for implementing centralized building management system.
Yearly Analysis: This study analyzes the procurement of building management system tenders during the period of April 2023 to April 2024. A total of 186 tenders were published by government agencies across various states in India. Around 85 government agencies advertised these tenders to implement IBMS in various office buildings. For example, Yamuna Expressway Industrial Development Authority in Uttar Pradesh issued a tender for selection of consultants for development and implementation of building plan management system for YEIDA. Bharat Electronics Limited in Telangana advertised a tender for operation and monitoring of IBMS electrical power system etc inside BEL Hyderabad.
State-wise analysis: These 186 tenders were published across various states in India. Among these Delhi, Maharashtra, and Uttar Pradesh were the top three key buying states. For instance, the government agencies in Maharashtra like the Centre for Development of Advanced Computing issued a tender for SITC of HVAC work at the first floor BMS room at C-DAC, Pune. Whereas Uttar Pradesh Home Department advertised a tender for procuring building management services and Bharat Sanchar Nigam Limited in Uttar Pradesh issued a tender for comprehensive maintenance of IBMS system at RMC data center in T.E Bldg. Brahampuri, Meerut.
Procurement in Delhi: The government agencies and PSUs in Delhi issued around 60 tenders to procure IBMS. These Delhi tenders were published by various departments like Delhi Development Authority, Indian Oil Corporation Limited, Airports Authority of India, and Indian Army. For instance, the Public Works Department in Delhi issued a tender for the RMO air conditioning system installed at Delhi Sachivalaya and for operation of building automation systems. Epublish in Delhi issued a tender for comprehensive annual maintenance contract CAMC of integrated building management system. Similarly, National Buildings Construction Corporation Limited issued a tender for providing annual comprehensive maintenance and operation services at Indira Paryavaran Bhawan.
Procurement in CPWD: A total of 32 tenders were issued by the Central Public Works Department across various states in India. For example, CPWD in Gujarat issued a tender for ARMO of internal EI & fans, pump Set, lift, substation equipment fire fighting and sprinkler system fire alarm system HVAC system, CCTV LAN IBMS and EPBAX system in office building for Customs Department at Jamnagar. Whereas, CPWD in Uttar Pradesh advertised a tender for operation and maintenance of MCH building at BHU, Varanasi. CPWD in Assam published a tender for construction of office building and installation of BMS system for power system Operation Corporation Ltd. Kahilipara, Guwahati.
Hospital: A significant number of building management system tenders were advertised to implement IBMS in various hospital buildings. For instance, West Bengal Medical Services Corporation Limited issued a tender for AMC of LAN, CCTV, and Telephone System of College of Medicine and Sagore Dutta Hospital. Ahmedabad Municipal Corporation published a tender for operation and comprehensive maintenance work of various HVAC systems for the period of 03 years along with SITC of additional HVAC Works at Sardar Vallabhbhai Patel Institute of Medical Science and Research (SVPIMS & R) -Hospital.
Higher Education Sector: Higher education department also advertised several tenders for procuring IBMS. For example, Directorate of Medical Education and Research in Himachal Pradesh issued a tender for in-building solution and mobile network coverage at AIMSS Shimla. Medical Education Department Uttar Pradesh advertised a tender for integrated academic management and office automation software. Institute for Stem Cell Biology and Regenerative Medicine (inStem) in Karnataka issued a tender for supply of building management system spares.
Procurement for ELV systems: Building management system tenders were procured for maintaining Extra Low Voltage (ELV) systems in various buildings. For instance, Ahmedabad Municipal Corporation in Gujarat issued a tender for operation and comprehensive maintenance work of various ELV system for the period of 03 Years along with SITC of additional ELV works at Sardar Vallabhbhai Patel Institute of Medical Science and Research (SVPIMS & R) -Hospital. Similarly, Kerala State Housing Board advertised a tender for Extra Low Voltage (ELV) works for the Development of Government Taluk Hospital Thuravoor, Alappuzha District.
Police department: A significant number of building management system tenders were advertised by the police department across various states in India. For example, Delhi Police Housing Corporation Ltd issued a tender for providing building management systems at CCTNS, Kamla Market, New Delhi. Gujarat State Police Housing Corporation Ltd issued a tender for design, supply, installation, testing, commissioning of ELV system (access control, visitor management, Wi-Fi, IP EPABX, data-voice networking, CCTV) at new CP office building, police head quarter, Shahibaugh, Ahmedabad.
Estimation: Though estimation value is not mentioned for many tenders, here are a few tenders that were published with estimation cost ranges from 40000 to 80 crore. For instance, Airports Authority of India in Maharashtra issued a tender for customized shared in-building solutions at Aurangabad Airport-WR with an estimation value of INR 50000. Whereas, Indian Institute of Technology Gandhinagar in Gujarat issued a tender worth 1.91 crore for routine, preventive, comprehensive maintenance and operation of ELV system at IITGN campus at Palaj, Gandhinagar. Chief Engineer Electrical Mechanical PWD Lucknow, Uttar Pradesh issued a tender for an estimation value of 56.68 Lakh for SITC of integration and programming of BMS and fire alarm system with HVAC system of AC plant at Indira Bhawan, Lucknow.
In addition to this some tenders were published mentioning contract period. For example, Tirumala Tirupati Devasthanams in Andhra Pradesh published a tender for providing comprehensive annual maintenance for the IBMS package and building management system in TTD for a period of three years.
Live Analysis:
As of May 7, 2024, there are 8 live tenders for procuring integrated building management systems across various states in India. Among these tenders, Delhi issued 2 tenders and rest of the tenders were issued from Bihar, Karnataka, Chhattisgarh, Tamil Nadu, Uttarakhand and West Bengal as1 tender each.
Conclusion: The above analysis shows the significant demand for the Integrated Building Management Systems in India.These tenders were procured by various government sectors like health care, higher education, police, and CPWD. The firms which are providing these services are recommended to actively monitor the tender announcements and participate in the relevant tender to grab the future business opportunities.
